Question / Help Some Problems, Some Upgrades, Some Ideas, Any Opinions?

I'll start out with current specs
i7 3960x
24GB 1600MHz DDR3 RAM
GTX1080
2560x1440 144hz monitor (x2)

new specs (soon, still shipping)
i7 6800k
32GB 2400MHz DDR4 RAM
GTX1080
2560x1440 144hz monitor (x2)

Essentially lately I've been having the issue while streaming Overwatch that randomly in a stream, my GPU will just kind of stop trying. the temps will go down, usage will dip, and I'll go from 120fps (I set main monitor to 120hz when streaming so it doesn't stutter) to close to 30fps, that wouldn't be the worst thing ever except it's very choppy and feels like half slo-mo half sped up. It only happens with OBS is running and seemingly with NVENC or CPU encoding. I don't think that's actually a particular issue with the current build but more maybe some issue with my particular machine (I don't seem to be getting the Anniversary errors, but I was told that seems reminiscent, so who knows). I'm upgrading for more reasons than just streaming, but I figured I'd ask. Should this new set up significantly increase my stability during streams? As long as I don't have any bugs going on like I seemingly do at the moment.

I should add, this didn't happen when I had two 1920x1080 60hz monitors, streams were just fine then, but I don't know if it was that or the Anniversary edition that caused the weird fps issues. Anyways, if you have any ideas why it may be causing this FPS dip, OR any knowledge on whether or not the upgraded build will actually increase streaming stability, it would be very welcome.
