UPDATE:
I was able to go into the C:\Program Files\obs-studio\data\obs-plugins\win-dshow Folder, and I uninstalled and Reinstalled the Virtual Camera via bat file.
OG Post: Running OBS 31.0.0. I need to use the virtual camera and Zoom and Discord are both showing it selectable, but no actual video shows up. This is a new install, and I've tired other OBS versions and it's just not showing up at all with 30.1.2 as well

RAM: 64GB
GPU: RTX 3080 Ti
Windows 11 Pro
OBS: 31.0.0
