UPDATE: Turns out it was just a computer issue. MSI Afterburner sliders had twitched and were all the way down. Once fixed, no more glitchy video.
I'm not sure what I did. After a Windows reformat and reinstall, this started happening, both in the preview window and the recording. https://youtu.be/26-vT7ilRXE

On the plus side, the mouse looks fine. xD
I really have no idea what's wrong. No settings change fixes/changes it, nothing triggers it, I really... really don't know what's going on. This happens in 0.12.# and 0.13, browser and no browser, OpenGL and Direct3D 11. It's happened in Minecraft and Cry of Fear (I haven't tested any other games).
It does not happen when capturing a monitor.
Anyone have any ideas? Any suggestions?
