Question / Help SOLVED: Sudden CPU issues leading to lag in games/on stream

I've been streaming for about 8 months now with no issues (my computer rig is less than a year old.) Seemingly overnight, anytime I stream a game like Titanfall 2, Overwatch, or L4D2 my game's audio/video become so laggy they are unplayable but the moment I hit "Stop Streaming" on OBS Studio, the game runs -beautifully- with no signs of anything going wrong.

I didn't change any settings but it seems that suddenly one day last weel my CPU (i5 4690K) decided that it can't handle streaming which doesn't make sense to me. OBS will say the encoding is overloaded but I'm streaming at 720p30fps with anywhere from a 2000-2500 bit rate which is no different from before.

Has anyone else run into this issue or have any suggestions?

Use OBS 64 bits. Copy shortcut, edit and hook to 64 bits version.

My case: (Core2Quad Q600 and GTX750TI):
- VIDEO settings rescale to 1280x720x30 fps Lanczos https://gyazo.com/71bed7ef37a62c40131eed1a636dc471
- OUTPUT settings NVENC NO RESCALING, profile high, lowlatency high quality https://gyazo.com/58b7a27753b843f4a525cc8b7d4e4640

(Note: dark colors maybe produced by choosing YUV 709 and color full. Back to 601 and partial (previous test were not so dark -ADVANCED settings-) Previous test: https://www.youtube.com/watch?v=cW_wtT-kxH8

This should work fine for you.
Better quality: rise bitrate to 3500

Wow this worked out perfectly! Thank you so much! Everything is running as smooth as it was before. Still curious as to why I suddenly needed to make all of these changes but I'm not going to complain! I really appreciate the help!
