Update to OBS Studio 17.0.0
You are using OBS 0.16.6 and AMD AMF Encoder plugin is obsolete in that version

I think you mean streaming.

If you stream to Twitch and you are NOT a partner, 3500 Kbps is known as the limit.

Streaming to Youtube can be done with higher bitrate.
Read this for reference:
https://support.google.com/youtube/answer/2853702?hl=en
4k 30 FPS: you need minimum 13000 kbps bitrate

4k 60 FPS: you need minimum 20000 kbps bitrate

When you record, you can use higher bitrates. This will produce bigger files. The only limitation is your hard disk writing speed limit.

No, recording

With simple settings, bitrate will be set by OBS via CQP value (that is, OBS uses a CQP -I think- value and bitrate will be the necessary to get that quality.)

So, unless you config manually your recording in Advanced settings, you don´t need to check bitrates.
