Question / Help [SOLVED] FPS Capture in OBS lower than normal, stuttering as a result

Hi OBS Team and Users,
First of all, PC Specs:
i7 6700k
GTX 970 SLI
16gb DD4

Until Wednesday of this week, everything was running fine. My game gets very good fps and the OBS Studio capture was getting 60fps all the time, no worries.I then came to my PC on Wednesday and a Windows update (1703 Creators) had been installed. I load up the stream and find the fps displayed in the OBS Studio (bottom right), is not rising above 55fps, very strange indeed (This is before I even start the stream).

So I start stream and can see a massive stutter every second on the stream, more than likely the bridge between my 60fps setting and the 55fps the preview is reporting. I need to mention that in game is fine and this is just the preview/stream stuttering and showing lower fps.

As a test, I set the Output on OBS to 55fps, then the fps shown in the bottom right change to 50fps, the exact distance that 60fps was to 55 earlier. Something has clearly been impacted.......

With this happening before I even start to stream, it's obviously some kind of setting change. The OBS Studio stats show a 10% rendering loss, which I got no loss at all previously.

What I have tried so far:
-Complete wipe and reinstall of GPU drivers via DDU
-Reinstall of OBS
-Changing the encoder x264/Nvenc/Quicksync - no change at all

If you look at my archived streams from this week (twitch.tv/Zimmyantz) you can see it looks fine until yesterday when it started stuttering.

Any help I can get on this would be great as it's effectively stopped my streaming.

I've included the log file for today, launched OBS, can see the fps issue, tested a game, stuttering, closed the game.

Great idea, turned that off, unfortunately no change, just tried the stream again, log below

Turned Multi-adapter compatibility off for all sources, no change, log below

OH MY GOD, just realised what caused it....
The log file said something could not be found, so I removed that source (no longer needed), back to 60fps again.
It must of been constant attempt to find, then write log, find, write log causing it.

Thanks for all the help, hopefully this helps others.
