Question / Help [SOLVED] Blurry output for anything but capture.

I am having a strange issue. My output, both for recording and streaming, goes blurry when I am NOT capturing a game or using a window capture. Whenever there is a stable, still-standing image, it goes blurry. Then I switch to a scene with game or window capture and the feed instantly turns crisp and clear.

I am getting the same issue on OBS Classic. Mixing around settings has mitigated the issue somewhat but I am still getting too much blurryness for my liking. Could this be an issue because I am streaming on a laptop?

I figured it out myself, it was a GIF file.
