Upgrade your Driver to Version 16.11.1. There are no differences in encoding between 0.16.2 and 0.16.4.

@Xaymar I've got APU and latest drivers are 16.9.2

I copied amfrt32.dll from newest drivers to /path/to/obs-studio/bin32 and 64 version to bin64 but I have still this issue

amfrt32.dll - version 1.3.0.5 | 1;3;0;5;1 2;201611021352
amfrt64.dll - version 1.3.0.5 | 1;3;0;5;1 2;201611021353

Latest drivers are 16.11.1, you can extract them the same way as you did with the 16.9.2 version. Don't bullshit me here.

Edit: If you want a "fix", set B-Pictures Pattern to 0.

Oh, sorry, I mean...latest drivers for APUs are 16.9.2
I downloaded 16.11.1 and copied amfrt32|64.dll

amfrt32.dll - version 1.3.0.5 | 1;3;0;5;1 2;201611021352
amfrt64.dll - version 1.3.0.5 | 1;3;0;5;1 2;201611021353

1;3;0;5;1.2;201611021353 matches the 64-bit version I have in 16.11.1. Seems to be a firmware update that you need, in which case you'll have to wait for a non-hotfix driver.

In the mean time, you can disable B-Pictures by dragging the slider for it to the left so it says 0. If you don't see the slider, set View Mode to 'Advanced'.
