Question / Help So much frame drop on my stream !

Hello all,
First i'm sorry for my bad english ( im french )
So I upgraded my computer for streaming but I tried a lot of settings and it's still the same !
I got a lot of frame drop on stream :
Atm i'm using these settings :

NVENC H.264
CBR
3.000 bitrates
High Quality and main
My resolution of my screen is 1920 x 1080 but I scale to 960x540 for stream ( 720p same problem ) in 30 fps.

For the spec of my computer :
Intel i5 4460
GTX 960 4go
16go of ram
Windows 10

I stream on Paris, but why they told me I have only 2000 kbps ? On speedtest I have ~4000.
