Question / Help Snapping to edges?

Does anybody know how to fix this https://www.youtube.com/watch?v=EUhxf2pLcN8&feature=youtu.be the snapping to the edges? I'm trying to line up the text with the overlay, but can't quite seem to get it. Can the snapping be turned off? Thanks so much.

Settings->General->Source Alignment Snapping.
