Bug Report Slow Preset BUG (Super Weird)

Hi! I've found a weird bug I can't really explain.

Long story short, even though my PC is more than capable of encoding 1080p60 Slow at 8000Kbps with an actual game with lots of movement and polygons, the slow preset seems to lose frames when recording still images in which green is the dominant color.

I found out about this by mistake while minimized to my desktop, which has a lot of greens. (see video for example)

Game with movement ---> OK
Photo with greens ---> Frame loss, about 15% I think?
Photo with reds ---> OK
Photo with blues ---> OK

I know the slow preset is not really a real scenario, for real time encoding Medium is probably as good as it gets, but still... weird issue. The source of it might be causing other type of bugs/glitches/whatever.

An encoder uses variable amounts of CPU depending on the complexity of the scene. As green is the color that human eyes are most sensitive to, the encoder uses more CPU power to make sure it's encoded at a higher quality than other colors.

Mmm I see. What doesn't make sense though is that it loses frames with a photo... specially with the CPU at 15% usage.
If you say it's normal behaviour I'm no one to say otherwise, but doesn't look right to me, something is failing during the encode, maybe ffmpeg, maybe OBS... but something has to be!
