Have no idea why, but whenever i steam or local record the came capture records at what feels like 20 FPS. however my overlays run very smoothly. like my gopro i have connected via an aver-media live gamer HD. it runs great, but my game never does. and it doesn't matter if i do game capture of window capture they look the same.

Use NVENC instead of x264 for your encoder. It will offload the encoding onto the dedicated encoder of your GPU, which means very little performance hit.

CPU load is not the issue here.

You're overloading your GPU. OBS does need some GPU time to work like it should. If it doesn't stuff will get laggy.

Code:
07:17:31.688: Output 'simple_file_output': Number of lagged frames due to rendering lag/stalls: 1317 (7.5%)

I was going though all my logs and that was the only one that said anything about missing frames. Here is the most up to date log. I even made a video showing the problem if that would help in any way. In addition i ran OBS as admin and also gave it real-time priority and nothing changed
