Slight lag spikes on exported videos?

So, I kinda suck at using OBS because I just started using it a while ago, but here's my problem.
Whenever I finish my recording and go back to look at my video, it has slight lag spikes in it. It randomly drops from 60 to 30 fps for like 5 seconds.

Here's an example:


As you can see in the video, at around 00:15 and 00:37 seconds, it kind of lags a little bit. I know it's not much, but these still do kind of annoy me.

ALSO: smaller issue, (you dont have to help me solve this unless you want) the file sizes are HUGE for these videos. A 20 second clip is like 800 MB. Is there any way to lower the file size for these videos without degrading the video quality too much?

Run OBS as Admin. Right click on shortcut, properties, advanced, check box, ok, apply, ok.

Your file sizes are huge because 1. Recording Quality: Indistinguishable Quality, Large File Size and 2. Encoder (x264 low CPU usage preset, increases file size), but mostly 1. Pick a lower Recording Quality.

So I did what you told me to do, but it still every now and then drops from like 60 frames to 30 for like 3 seconds.
