Skipping frames

There might be a solution out there already, I just cannot find it. I use cqp with a 25 cp level, and my preset is set to max performance. I'm still getting skipped frames. Even in some parts of the game, it becomes very choppy. If there's anything I can do to fix this and maybe help me find the max settings I can have without any skipped frames.
obs 27.1.3
specs:
ryzen 5 1600 af oc @ 4.2
msi 1660 ti 6gb
16gb of 3000MHz DDR4
asrock b450 mpro4
evga 450BR 80+ bronze
crucial BX500 120GB (windows and some programs)
seagate barracuda 1t (games)
My GPU is overclocked and I know it should be able to do better than what it can without skipped frames.

video shows so me examples of skipped frames. Here is time stamps
2:35 | 4:01 | 4:16 | 4:48 | 4:57 | 6:33 | 6:52 | 6:58 | 7:18 | 7:33 | 9:58 | 10:23 | 10:29 | 10:46
If you can help me I would be very appreciated.

1. Enable Game Mode via the Windows 10 "Settings" app, under Gaming > Game Mode.
2. Set the refresh rate on your Asus monitor to 120 Hz.
3. Run OBS as Admin. Right click on the OBS shortcut, properties, advanced, check box, ok, apply, ok.
4. Set the OBS Audio Sample Rate to 48 kHz.
5. Cap your games at 120 FPS.

If still having issues, create a new Scene Collection with 1 Scene with 1 Game Capture Source and no filters.
