Question / Help Skipping frames, 144hz monitor or bad optimization???

Hey guys, so i have been racking my brain for weeks here and someone told me to come here. so here is the deal:

Got a new monitor an Acer Xf270H B ( technical name ) and its 144hz
i have that monitor along with 2 other 60hz monitors linked up to a 1070 GPU
so 3 all together
now when i try to stream games my obs frames (the ones im streaming with, set to 30 ) will jump radically making the game look crazy to the viewer but not me .
temps are fine, i just overclocked it and no help
i even set the monitor to 60 hz to see if iit would help but i got nothing.
OBS settings:
Encoder - x264 1661 bitrate lanczos 32 sampling at 30 fps
im at my wits end, it seems like games like r6 and pubg when i can hard cap the frames or v-sync 2 ( Rainbow 6 setting ) i have no issues. but i am L O S T here
any info would be so rad and i will do anything at this point
