Skipped frames with low CPU usage

I am using OBS for the first time and in all of my attempts at recording, I keep getting the encoding overloaded message and the majority of frames are being skipped, even though the CPU usage is very low (less than 5%). I have tried uninstalling and reinstalling OBS, running as administrator and changing the settings to a lower quality, fps, and bitrate, but the recording always turns out exactly the same. https://obsproject.com/logs/J1QuiqWijBL3eyxZ

You need to update your GPU driver, disable HAGS, and add at least one scene with a source.
