Question / Help Skipped Frames Due to Encoding Lag Issue

If anyone is able to help, thanks in advance!

Basic issue is that as I'm doing a recording with my laptop using AVerMedia Live Gamer Portable 2 (with or without Stream Engine) on OBS and I end up having Skipped Frames Due to Encoding Lag. I thought it might just be that my laptop isn't up to spec but I tested it with my older laptop for comparison purposes and my older laptop managed to perform without any skipped frames.

Did the testing with AVerMedia Live Gamer Portable 2 Capture Card with PS4 Pro playing MHW: Iceborne, roughly 5 minutes of Gameplay. Both logs below for comparison

-Dell Inspiron 5577 Laptop Log- <-Current Laptop

SDD: Toshiba M.2 2280 256GB
HDD: Seagate Barracuda ST1000LM048-2E7172 1TB

CPU: Intel i5-6300HQ 2.3GHz 4 Core
GPU: nVidia GeForce GTX 960M
SDD: Samsung M.2 2280 128GB
HDD: Hitachi HTS721010 A9E630 1TB
RAM: Built in (No idea of brand) DDR4 8GB x2 (16GB Total)

If anyone can shed some light as to why my older laptop never really gets the frame skips but current one does repeatedly, that would be great.

I've done a full clean installation of Windows 10 on the Dell Laptop as well just to see if it was an issue with the installation of Windows however it seems the issue still persisted. Would like to continue using the Dell Laptop if possible since everything else performs as usual except OBS Recording.
