Question / Help since 12.1 patch dropping frames

cox isp (AZ) with 120-180 down and 16-22 up twitch streaming to los angeles server

i will have to reinstall that and test things. got it to work for a while with monitor capture tonight
also will check my amd graphics drivers and maybe a clean install of obs-mp
since the problem started around the same time the both updated
