Hello. I posted about this same issue a bit under a year ago but since then I've strayed away from live streaming. However, I've recently decided to continue it recently but I remembered an issue of screen tearing on a certain game. The game is called Toontown Rewritten, a remake of a closed MMO. I've asked around on Discord and people have told me to turn on Vsync, but the game doesn't allow it for whatever reason. I've tried tinkering with settings but nothing seems to help. Certain settings seem to tone down the tearing, but none of them stop it completely. It's really coming in the way. If anyone could help that'd be appreciated. (If you need any extra info like screenshots or my PC info, just ask for it. Logs don't seem to have any issues in them.)

What resolution and hz are your monitor vs what are you trying to stream at?

Are you using an nvidia gpu? You can force gsync through the control panel.The resolution of the stream and my monitor are the same, I checked. My monitor, though, is 60hz, but I'm not sure how to check what hz I'm streaming at.
