Your CPU might not handle 1080P@60FPS recording while streaming certain games... Tone it down to 1080@30FPS or 720P@60FPS and try again.

When i view it on OBS Its fine, but when i click on the browser/game and watch it the recording goes frame by frame thing...

Unfortunately your system is really underpowered for streaming/recording. You can try using the recording quality preset under Settings > Output (switch to Simple mode) and downscaling your output resolution under Settings > Video, but the results probably won't be very good until you purchase better hardware.

    What will this computer do? will it be able to record really smoothly like some youtubers?
