Question / Help Settings for my pc

Hello everyone, i wan't start streaming but i have big problem with settings, i want to streaming cs:go and there i have problem.
I test all setting's and everytime i have a litle lag.
My pc :
Motherboard: ASRock Fatal1ty H87
CPU: Intel® Core™ i5-4570
GPU: Gigabyte Radeon R9 280 Oc edition
RAM: Patriot/Corsair 8gb DDR3 1600mhz
HDD: 2X Western Digital Blue 1T

Internet up: 3 mb

When i play without streaming i have 280-300 fps, when streaming 140-250 and a litle lags.

Sounds about right to me. Streaming is a pretty resource-intensive task. If you can't tolerate performance drop like that, you should consider getting a second computer to do the streaming from, capturing your gameplay with a capture card.
