Question / Help Settings for Console FPS

CPU: i7 6700
GPU: GTX 1070
Ram: 16GB
Upload: 7-10 Mbps
Capture Card: Avermedia LGP C875

So, I've been trying to stream console games for awhile now and for some reason I just can't figure out the settings ( I'm a complete noob ). Either the settings i'm using makes it sort of blurry once I start moving or the quality is just terrible. I've used multiple Bitrates ( 2500 to 3500 ), Presets ( Veryfast to Medium ), and Resolutions ( 720p 30FPS, 720p 60 FPS and 1080p 30FPS ) nothing seems to make the stream look nice. Maybe I'm just mixing the wrong settings together. Either way, could I please get some help? Thanks.

Post a log. And if your computer is dedicated stream-pc then you can crank up the encoder settings. *

Try going 4000kbps slow/medium, High profile, preset 720p ,Lanczos, 60fps. And then post a log after 5-10 mins of gameplay.
