Settings for 2700x and rx5700

I decided to start streaming and needed help finding the right settings for OBS, as said in the title my CPU is a 2700x and GPU is a rx5700 and 16gb of ram.
My internet speed are 50mpbs for upload and download. I don't mind overclocking either CPU or GPU if that could help at all. I'd like to stream at 720p 60fps but if I can go higher than that it would be greater. OBS is confusing to me with all the settings that I don't fully understand so hopefully coming here helps out.

On a side note I have an old PC with a pentium G4560 and a 1050ti and 8gb of ram, I considered using that as a streaming PC but wasn't sure it would be able to handle it? Also double pc streaming sounds complicated so I didn't bother yet.

A RX5700 is something not a lot of people will be using. Looking at video card benchmarks, its about as powerful as a Nvidia GTX 1070 but less than a GTX 1080. So its a decent GPU.

Go replace your 2700X with a 3700X and get 16GB minimum RAM in the system. That will give you around 15% CPU performance which will let you use x264 encoder.

You should be able to do 720p@60FPS at 5000-6000 bitrate at fast preset. Doing 1080p maybe a challenge depending on what you are doing (i.e. wont deliver great visual quality, just good enough).
