Question / Help Settings are weird

I've been trying out different settings and such for a while now but the output from my recordings are always choppy, skips frames often and freezes. I have a 7700k and got a 1060 6gb a couple days ago. I don't know exactly was the encoder does but I feel like its that. These are my settings:

Let me know if you need any other information, thanks!

Your log doesn't show any attempt to do anything other than start OBS.

Whether uploading the current log or your last log, make sure you encountered the problem during the session - a log file from a session where you didn't run into any problems is not useful.

It looks like you're recording and streaming at 1080p60 with two different settings - so you have double the encoder load due to having two separate qualities running. A 7700k can't handle this when also gaming. Try recording with it set to "same as stream" to start with.

That did fix that issue, but the only "problem" im having now is the quality is really bad overall. Looking back at the recordings it is 60 fps and im getting 300 in game (testing on csgo).
I changed the "Output (Scaled) Resolution" to 1280x720 because thats how i prefer it. I think it has something to do with the bitrate.
http://beta.speedtest.net/result/6918586653 I don't know exactly how bitrate works so let me know, thanks.

More bitrate is the only way to increase quality in fast moving games like CSGO. You can try up to about 4000-4500, you may also want to enable "low latency mode" in advanced to reduce any possible impact to the game itself. Unfortunately your upload is too low to allow for 6000 kbps (the bitrate Twitch recommends).

Thanks for all the help! The upping bitrate and low latency mode made the quality better. And then i changed it back to 1080p and it looks great.
