Setting up a 2nd NDI CPU dedicated PC - Failed to initialize video. Your GPU may not be supported.

I`m trying to setup a 2nd PC, dedicated for CPU encoding.

Gamer PC (i5, rx570, win10) should NDI stream to 2nd PC (Athlon x2 4800, Integrated ATI x1200, win10).

2nd pc should just CPU encode it, and stream to restream.io

But I'm getting the following error:
Failed to initialize video. Your GPU may not be supported, or your graphics drivers may need to be updated.

I know my 2nd PC is quite old, and I did read somewhere that OBS requires a DX10 GPU.
But since I'm only doing CPU encoding, do I really need a "modern" GPU?
Can't I just pass a initialization argument or something, to disable the GPU stuff?

I actually first tried with a laptop with better specs, but its Network adapter could only handle 100mbps.
I then tried with a 2nd, better laptop, but despite being able to handle 1gbps, its network adapter is somehow unstable, and stays 99% of the time at 100mbps. I was able to make it work at 1000mbps just a couple times.

My last resort is this old PC that I have. It is handling 1gbps just fine, but now I got this problem with OBS and its GPU =/
Being poor in COVID times sucks.
