Hi,
Do you want to record or stream? To record you can use Nvenc 264 which the 750ti will then use its dedicated chip to encode, this though is best for recording. To Steam you should use x264 software which uses the cpu but the 6400 might lag.

The i5 6400 might struggle so if you get some lag you might want to check the cpu load and adjust the res or the cpu preset.
start with
720p
30fps
x264 software
cpu preset = veryfast
2000 bitrate
CRB
see how it performs and post an obs log. How to do this can be found as a sticky.

the log doens't have =====start start==== & ====steam stop====== needs to contain this to show your settings and any issues.
