After MUCH troubleshooting, testing, and creating multiple profiles, I have locked down a specific issue with OBS to one setting in particular.
Symptoms
I noticed that when I loaded Minecraft I normally get between 250-600 FPS. I noticed that when I launched OBS the frame rate seemed to be capped at 30 FPS. If I click out of the game my FPS shoots back up to normal values, but as soon as I get back in they drop to 30. I did a ton of searching and people were trying to blame Windows 10 features. HOWEVER! I was actually able to locate a setting within OBS studio that would "stop" (and I quoted this because it's not really a solution) this from happening.
How I can "fix" this
When I go to Settings > Video > and change the FPS value to 30 (or under), my frame rates when in game go back to normal. However, if I set this value to anything over 30 (includig 31) my frame rate in game caps to 30.
Problem
The problem is that I want to record/stream at 60 FPS, but setting the value to anything above 30 instantly causes the game to "lock" onto 30 FPS. I've tried literally everything I can think of (new profiles, new scenes, different capture types, complete reinstall, newest OBS versions, etc) but nothing seems to correct this issue.
Has anyone else experienced this issue, and if so do you have any ideas as to how this can be fixed?
