Question / Help Set custom framerate for recording?

Is there a way to reduce the framerate of a recording?
I am not streaming. I use OBS to record digital art timelapses. Which means hours of work compressed into around 8 minutes. It takes hours to render a single 8 minute video because it keeps all the frames and it's awful. I would like to keep my 1080 resolution, and just lower the framerate.

OBS cannot do timelapses like that.

I don't need OBS to timelapse it for me, I do that in video editing. I just want to reduce the framerate of the recording so it will make it easier to timelapse.
Is theree a way?
