Sending MIDI Event on Scene or Tally Change?

I am using TouchOSC on an iPad with MIDI, and have it configured to trigger scene changes, but also am using a custom HTML “switcher” that triggers based in keystrokes.

I’m wondering if there is a way to send MIDI events to TouchOSC so the iPad switcher and the HTML switcher always reflect the scene and tally status.

I am using OBS-MIDI, and Advanced Scene Switcher, but see no way to send MIDI event _FROM_ OBS.

Any ideas?
