Question / Help Seemingly low quality for the settings used

I've been struggling with making a good quality stream for a while. I remember it not being pixelated, on the obs classic, but when I switched to obs studio, it began. This must have been last year,and now I'm back to trying to fix this.
These are my specs:
Fx-8350 @4.4ghz
Gtx 1070ti
16 Gigs ram @ 1600 mhz
Msi 970 gaming
Here are two test streams, done at 30fps, using x264 encoding and Nvenc, respectively:

I used 6000 bits for both of them, and the x264 cpu preset was on faster
They both look pixelated, and either this is the best I can get, which i doubt, or there is some setting I've left checked/unchecked that does this.
For reference, I've done a test stream on obs classic, and the bitrate sometimes jumped from 9k to 13k, so it may be a bitrate problem

You have a very good GPU card in the GTX 1070Ti. However, I don't think a FX 8350 is good to pair it with because it is pretty weak. You aren't pushing the 1070Ti to its limits with a weak CPU.

Do yourself a favor and go get a Ryzen CPU. I would recommend a 2700X (prices have dropped) or even better yet, the 3700X that came out recently. With the 2700X, you stand to benefit with a 100% speedup and 3700X, a 120% speedup. The result will be way higher frame rates in the games you play. You will be able to use x264 for better output quality at 60FPS.
