Question / Help Second PC for streaming, expected performance of

I've recently upgraded my having PC, this left me with a spare second PC that I want to use as a dedicated streaming PC to encode and broadcast the gameplay from my main machine.

The spec of the streaming PC is an I5-4690(non k) 16gb 1600mhz ddr3 memory, 3tb mechanical 3.5 inch HD and integrated Intel graphics.

I have 2 questions.

1) whats the maximum quality that I will be able to record/stream at with the I5-4690, ideally I want to stream at 1080p 60fps .

2) what's the cheapest internal or external capture card that will allow me to stream at 1080p 60fps and also supports USB 3 if external. Bonus if it can stream Nintendo switch as well.

1080p60 needs a really high bitrate or a high bitrate with a lot of processing power and i5 is simply not up for the task so I would roughly guess 720p60 on medium preset is going to be the limit for streaming. Recording on the other hand should be possible on 1080p60 ultrafast which will lead into huge files but thats a different concern.

I am more curious about the Hardware in your new System.

Capture Card like the elgato hd60 start at around $150 I would say, but using NDI is a really nice alternative for free though you can not stream your consoles then.

2 x GTX 1080 Ti FE in SLI
32GB of GSkill ddr4 running at 3400mhz
1TB SSD
EVGA 1000 GQ PSU

Depending on the Game your new System should be capable of doing so.

And if we are talking about streaming I would probably say an Ryzen 7 1700 would be the best for price/performance that should be able to handle 1080p60 down to probably medium preset as a dedicated streaming machine.
 
Ryzen 7 1700 and B350 motherboard seem cheap enough, ram prices are going to kill me. Can you get away with 16gb 2400Mhz ddr4 on a dedicated streaming build ?

It doesnt have to be a lot of RAM but Ryzen really shines with anything between 2800 cl14 and 3200 cl15/16 though with the current market its just way too expensive. If you can get 2x4GB thats already plenty for obs.
