Question / Help Screen tearing?? in OBS when NOT streaming?

I don't know the best way to explain this. I have been running OBS for a while now and stream quite often. I just started getting an issue where my video capture kind of tears whenever I mouse over something. It's really odd, and I am baffled what's causing it. The tearing also transfer over to the stream. Here is a quick photo when I am not streaming, and a link to a video where I am. Also included a log file to review. I have already uninstalled and reinstalled OBS.

Update 1: I have discovered when I change the "Resolution/FPS Type" on the c922 Web Camera to "Device Default," the flicker goes away. For some reason it no longer works on the "Custom" 1920 x 1080 resolution.
