Probably not. Not because someone hasn't written it, but because it's kind of an unsolvable problem. Unless you have a different meaning of "not on the same network"?
If the sender and receiver are on the same network, then there are several plugins that will do that. Install the same one on both copies of OBS, and set them up to talk to each other.
If they're not on the same network, then they can't see each other in the first place. Forget it. Or run your own wire.
