Question / Help screen lag and tearing

hello, I am new to the forum I stream off my ps4 console with a buddy of mines but we both ran into an issue.
I seem to get lag and frame drops when streaming along with some screen tearing or freezing. I don't have the best laptop but I'm still trying to make things work. if I can have any advice to fix this id greatly appreciate it.

Your log shows not streaming/recording attempt. You need to start the recording/stream, let it run for a few minutes and then stop the recording/stream, before uploading the log file.
Your buddies laptop log is showing a successful stream and he has massive encoding overload:
Video stopped, number of skipped frames due to encoding lag: 7918/14811 (53.5%)

He already uses ultrafast x264 preset, which is the x264 preset with the least amount of CPU load.
Either his AMD A8-6410 processor is too slow (which is possible), or the Elegato driver is causing problems.

ok, I will stream and put up my log after a couple of minutes, and ill let him know if that's the case. if the legato driver is causing problems would I have to get a new one?
