Scenes, Sources and CPU

I'd like to get a handle on these.
Recently I ran into a problem and discovered that my CPU usage was very high with my cameras.

I bought three of the same high quality Webcams (4K) but discovered that they are very CPU intensive, especially
at 4K.
So last week I had to change my strategy with these cams. I basically activate/deactivate them on an as need basis, rather
than leaving them activated all the time (like I used to).

But yesterday I had an idea. I thought, why not create different scenes?
One scene would have three cameras activated, another scene would have two activated and another would have one camera activated.

I just tried it out now and was disappointed with the results. :(
I noticed very little difference in CPU usage between the three scenes!

Is there some trick I need to learn in order to make this work?
Because if I still have to activate/deactivate the cameras even when using different scenes, it defeats the reason I tried this option.
