Scene switch inside another scene (PiP)

I have a podcast and I use 4 cameras. From time to time, we have the guests react to their videos or photos.
So I wish there could be a way to keep a static image or video in the background and switch cameras (or scenes) in Picture in Picture. (Like in example).
If there is already a way to do this (natively or by plugin) I apologize and ask you to tell me how to do it.

I can think of 2 solutions.

1: Add your cameras to the same scene and toggle their visibility to switch between them.
2: Add your static image/video source into every scene. If you "add existing" when creating the source, it will remain concurrent between scenes.
