Scaled picture in picture video is very low quality

I am capturing two video sources, one DSLR via a capture card, and one webcam via camo.

Both sources look great in the preview whilst recording. However, in the ouputted file the webcam video, which is scaled down and placed like a picture in picture comes out with lots of artefacts and looking very compressed.

I have tried playing with scale filtering options but they all look the same in output.

Any tips or obvious things I am missing?
