Question / Help Says it's capturing 60fps, playback is clearly lower.

I'm trying to record some gameplay using OBS and when I've checked it says its capturing 60 FPS and barely taxing the CPU but when I play the video using VLC or even when I try uploading it to youtube, its running a a clearly lower FPS. the game itself is running over 90 all the time so the content itself isn't the issue. is it the recording or the playback?
