First off, let me say, I've scoured the internet for answers and I'm stumped. Maybe I've overlooked something, I'm not sure. I've tried every setting, I've tried the wizard (which told me to stream at 6000kbs and 1080p, which is definitely a big no), so I figured I'd ask for help here. I hope this isn't redundant or annoying.
I live with my boyfriend. We use the same internet, have nearly identical computers (his is slightly newer/has a slightly better graphics card). He can stream at 1080p 60fps at 3.5k bitrate on Twitch. I, for whatever reason, even when using the "golden rate" referenced in the Twitch subreddit (720p, 30fps, 2000kbs), cannot stream the same games anywhere near as successfully. Even when it says in the bottom right that I am not dropping frames/am dropping like, 0.1% of frames, when he, our friends, or I watch the stream, my FPS is terrible and it is always freezing. The video doesn't buffer, just freezes and lags and my FPS looks more like seconds per frame, lol. I've tried everything, I've tried lowering every setting I can possibly think of, I've tried every solution either of us has found on the internet. Our internet isn't perfect but it's enough for him to stream clearly so I thought it would be enough for me to stream, too. I even tried 1000kbs and 480p and it was still laggy and freezing - just with added blurriness! :')

I tried streaming with the built in software from NVIDIA and it actually looked fine/didn't seem laggy at all, at least for the period that I tested it. That being said, I didn't have a webcam or any sort of background images/added things, so... I don't know. At first I was thinking that it MUST be something going on with OBS and not my computer since it was fine with the GeForce broadcast software, but maybe having my webcam is putting too much stress on my computer.
I've been planning on building my own PC so maybe, if it is because of my computer, I should do that soon. However, again, outside of my stream looking terrible, my computer does not seem slow, never has high cpu usage, and I have no ingame lag/any sort of lag that would suggest there is high strain on either my computer or the internet. I'm just completely lost.

16GB RAM
NVIDIA GeForce GTX 960M
It's not ideal (i mean, it's a laptop, that in an of itself is not ideal for streaming), it's not high end, but I don't see why streaming is pretty much impossible. I am really interested in streaming and was so excited to do it, but this has been super frustrating! If anyone has any advice or insight, it would mean the world to me.
