Bug Report Ryzen Cpus Display Capture Forza Horizon 4

Whenever I try to livestream or record forza horizon 4 using display capture (game capture crashes the game) I get unwatchable pixelation even with high bitrates and 1080p. I'm using x264 and have changed and played around with every setting there is, even reinstalled windows and tried different versions of obs and sl-obs.

I don't know if this issue is caused by obs itself or by windows or by the ryzen platform.

Besides the slight stutter here and there, the compression artifacts are looking exactly like you can expect from 720p 60fps 5000kbit/s.
You should disable Win10 GameDVR, but I don't think it will help with the occasional stutter. Even with game capture I am not able to reliably record/stream with 100% smooth 60fps, even though my OBS logs never show encoding or rendering lag at all and this is the case since many years and with different computer + OS installations, so not sure, what causes this.
Only when grabbing the frames directly via Nvidias fast buffer access (using Shadowplay) and without any scene rendering (because Shadowplay has no such features), my recordings are silk smooth.

The same settings used in that video, when used on a different game using game capture look like night and day and there is 0 stutter. The bitrate in that video looks closer to 2.5k - 3k

The bitrate in your video looks exactly, like it should with 5000kbit/s. The high contrast tree lines are constantly moving and eating a shit load of bitrate.
Of course the other side of the coin would be something like Hearthstone (card game from Blizzard), which is so easy to compress, it will look better, even with only 2500kbit/s.

It's possible that the stream/recording will be less pixelated, if you reduce ingame details or increase motion blur and add depth of field (not sure what settings Forza does offer), as it will be easier to compress.

Okay, will try to increase motion blur and maybe enabling fxaa would help as its very blurry in this game. Thanks for the help!
