RX580 4GB as second GPU with R9 390X?

Can I using a RX580 4GB or r9 380 2gb as second GPU as a dedicated encoder in OBS Studio with primary R9 390X card? And does value of VRAM on second GPU should be the same as on primary?

You're better off using the 390x for both encoding and whatever you are capturing. Adding a 2nd GPU halves the available PCI-E bandwidth available, nullifying any performance benefits you may be seeking and potentially introducing new ones.

I've Elgato 4k pro, which GPU on secondary pc i can use in this case?
p.s. One 390X can't grand enough quality with both cases, playing 3d games and streaming.

The AMD encoder is the worst possible option for streaming, even if you bought the newest of GPU models. It's pretty good for recording or if your CPU isn't that fast, as a last option.

If you want to spend money, I'd go for a GTX 1650 super, any of the GTX 1660 or RTX cards, from NVIDIA. The Turing NVENC chip in these specific models can output quality similar to x264 Medium with no performance impact on gaming.
