Question / Help Running horrible on a good cpu

HI all , I have some issues with obs
I'm running x264, veryfast 720p60 3500kbps
My cpu is an fx9590
When streaming, or recording, it runs horribly. The fps constantly drops to 30, but the stream is much worse than that
I thought it was my internet, but the recordings are just as choppy
Here's a log https://pastebin.com/JeF8FstY
You can ignore the first part of the log where I used the amd encoder, I wanted to see if it would make a difference but it didn't so that may shed light on what the problem is
I know it's slightly old but it's 8 cores at 4.7ghz so I really don't think it's a lack of power especially since I'm only streaming CS:GO
Another thing to note is it barely uses as much cpu as I think it could be using, the readout on obs hovers around 11-20% and I havent really noticed it go higher
Any help would be appreciated, I was looking forward to streaming when I got this pc, but I have been pulling my hair out for ages
Thanks

It's not your CPU, it's your GPU is overloaded:

00:13:32.770: Output 'adv_stream': Number of lagged frames due to rendering lag/stalls: 2609 (13.4%)
00:06:53.125: Output 'adv_stream': Number of lagged frames due to rendering lag/stalls: 30 (2.3%)
00:06:16.757: Output 'adv_stream': Number of lagged frames due to rendering lag/stalls: 807 (6.2%)
00:01:26.491: Output 'adv_stream': Number of lagged frames due to rendering lag/stalls: 4646 (12.6%)
23:38:16.882: Output 'adv_stream': Number of lagged frames due to rendering lag/stalls: 2610 (11.7%)

and your internet connection:

23:38:16.882: Output 'adv_stream': Number of dropped frames due to insufficient bandwidth/connection stalls: 13599 (61.4%)
00:01:26.491: Output 'adv_stream': Number of dropped frames due to insufficient bandwidth/connection stalls: 928 (2.5%)
00:06:16.757: Output 'adv_stream': Number of dropped frames due to insufficient bandwidth/connection stalls: 929 (7.2%)
00:06:53.125: Output 'adv_stream': Number of dropped frames due to insufficient bandwidth/connection stalls: 909 (74.3%)
00:13:32.770: Output 'adv_stream': Number of dropped frames due to insufficient bandwidth/connection stalls: 133 (0.7%)

You were closest to getting decent performance at 3500.

my internet stopped a few times during that which might be the cause
Why is my gpu getting overloaded when I'm using x264?
Also I changed a few things and the encoding overloaded message is gone, and my dropped frames are at 0.3 but it's still dropping to 30 all the time
Should i attach my log from when I stopped dropping frames?
Also, OBS crashes very often and I can't figure out why

OBS has to render a frame before it can encode. Using x264 will encode with your CPU, but running your captured application and rendering frames in OBS both use GPU resources. The above lines indicate that the GPU is overloaded before the CPU is ever asked to encode the frame.
