Run without GPU

I'm trying to deploy in the cloud without attaching a GPU. I will be streaming NDI which has no support for GPU encoding, so no need to spend in someting that won't be used.
Is there a way to run in linux headless mode without GPU?

OBS is a GPU compositor. So a GPU is required. You can emulate a GPU on the CPU with considerable performance impact.
