RTX 4080, i9 13900k, 1GB/s internet speed.. Poor stream quality can't find a way to fix it.

Spent almost a week trying to fix it I just can't find a way to do so. I've read so many articles on Obs forum also Reddit etc but nothing really helps watched a dozen videos.
Bitrate in my region is 10000+, Internet speed 1Gb/s im using Ethernet cable game's aren't stuttering either temperature's are normal. Fps is always stable 60fps bitrate is also isn't droping it would go from 6k to 5.5k and up and if i set it to 8k it would go to 7k and up again. I'm playing Minecraft, Phasmophobia, Hogwarts legacy etc many games just not fps intensive except minecraft. For instance if im standing still my game looks flawless also my dslr camera looks flawless but as soon as i start walking the quality would degrade i don't mind quality degrading of my games but dlsr camer Sony A7IV + Sigma 50mm F1.4 shouldn't look like an iphone 6's camera. I've seen a guy yesterday on twitch who had 6 followers he also had a dslr camera except way older than mine and he wasnt a partner and he's stream looked flawless he gave me the settings i've tried them but they didn't work for me even though my pc is also way better than his. Any help is greatly appreciated.

There's some room for improvement, the biggest issue is running the 1080p monitor @ 144HZ. Knock it back to 120 or better yet try running both monitors @ 120HZ. In the Nvidia Control Panel, Enable Fixed Monitor Technology (No G-Sync), V-Sync Fast & Triple Buffering.
