RTX 3070 and Ryzen 5 5600x LAG on twitch

Hi , i recently bought a RTX 3070 and ryzen 5 5600x to stream on twitch but i have rewatch my last steam and when there is a lot of action the video is laggy and freeze at some point.

here is my settings in OBS can someone give me some tips on how i should put them.

my connection is a 250mbits download and 150 mbits of upload so everything should be good.

i play in 1080 144gz display.
