rtsp stream loosing 4-6 seconds every minute

Dedicated pc streaming 24/7 to YouTube. 1920x1080 / 2500 kbps
1 foscam ip camera thru wifi
1 outdoor ip camera network
both rtsp stream.

Problem is outdoor ip cam, this is loosing 4-6 seconds every minute comparred to the foscam stream. Tried different setting, resolutions , fps, bitrates on the outdoor cam (set at cbr) but keeps loosing time.

Used another rtsp stream viwer and no problem not loosing time.

Tried also on new pc same stream also loosing time even while not streaming and even when it's the only stream.

Running out of ideas to solve this. After 12 hours difference between images is more than 30 minutes.
