Question / Help Ridiculous Amount of Frame Skipping

I have had a lot of problems with OBS. I have recently upgraded from a Radeon R9 380 to a EVGA GeForce 1060 3GB SC Gaming, ACX 2.0. I thought upgrading to a better graphics card would solve the problem. I have even tried to lower some of the settings, but to no avail. The video lags on my screen as well as when I try to stream. Can you provide a sample video?

There's some... interesting settings in the log but it's hard to say what's going on without being able to see.

@Fenrir, here are much longer videos and updated logs

All the frames are encoded without issue across all the logs on the last post, though I'm calling some frametime spikes in this that's not showing lagged frames in the log. Could you post another clean log with the profiler results information? All that will be generated after you close OBS Studio. Restart it and upload last log, not current.

There's something up with the Elgato capture card because it's not OBS that is stuttering. When the Elgato stuttered the webcam didn't so it's clear-cut that your device is causing the problems.
