Is there any way to just set up my audio, and then not have it change when I go to a different scene collection? I get everything just right and then often have to fix it or do it all again when I go to another collection.

If you set up your devices in Settings > Audio instead of directly in your scene, they should not change at all when you switch scenes.
If your scenes were made either by duplicating scenes and then renaming and modifying them, or duplicate sources were added as References and not Duplicates, there should also be no changes to them when switching scenes.
