Question / Help Restreaming initially compresed video

Hello. I streaming from my desktop PC to my laptop 720p 60fps 15k bitrate video through RTMP server, and capturing with VLC source on laptop.
It's possible setup OBS to only compress this to 3500 and send to twitch, without downscaling from native 900p (my laptop res) to 720p one more time? All overlay stuff is on desktop PC OBS, laptop capturing only VLC source.

If you set your canvas size and downscale to match the source video, no downscaling will take place.

Video settings:
BAse resolution: your 900p
Rescaled : same size
FPS 30, 60, 200, 5000 Kappa
Rescale filter: any (really not needed as there is no rescaling)

Output settings: Do not check rescale. Stream will be 900p

Ok i got it yesterday, i set up base resolution to 720p.
I have one more question. Its any more efficient way to do this? because vlc use up to 50% my cpu in spike then don't have any room for OBS encoding and sometimes chokes/lag my video. I change process priority obs to higher, its help little bit but its still sometimes happens

Can you encode with GPU?
I use NVENC (my Core2Quad, even OC, can do it fine) and image is very similar to x264. Less quality but not too less.

then i make this how i stream now with q-sync on one PC setup. I streaming FPS games like Arma or BF. All GPU encode method are horrible with dynamic picture changes (confetti effect everywear).
