I am attempting to figure out some of the resolution issues I'm having. I can't seem to get the video to look decent and it always seems to glitch.

More than likely your 450kbps bitrate is making the output look like garbage, not the resolution. Use tools / auto configuration to get some sensible settings. You do not need to be messing around with custom output, bind to IP, downscale filters, rescale output, etc.
 
Ok, can you line that out with just a bit more detail. No I don't really know what I am doing but I am having to figure it out. If you could tell me what you think I need to fix and why that would be helpful.
I am using it to stream a church service on facebook live.
 
Far too low, you want at least 2mbps, preferably around 6mbps if your internet supports it. Again, tools / auto configuration will take care of this for you.
